Devlet olgusu genel bir tanımlama ile sınırları belirli bir toprak parçası üzerinde iktidarını o
sınırlar içerisinde yaşayan kişilerce kabul ettirmiş, meşruiyetini sağlamış ve bu bölgede meşru
otoritesiyle zorlama araçlarının tekel sahibi olduğu beşeri bir organizasyondur. Yirminci
yüzyılla beraber teknolojinin gelişmesi, yirmi birinci yüzyılda teknolojinin hayatın
vazgeçilmez bir parçası olarak kabul edilmesi ve insana dair olan her şeyin dijitalleşmesi
başta devletler olmak üzere birçok şeyin değişip dönüşmesine yol açmıştır. Günümüzde
dijitalleşme hareketinin etkilerinin yaşandığı ve belirli kavramların dönüşüm geçirdiği bir
ortamda yeni neslin teknoloji içerisinde doğup büyümesi farklı bir kuşağı, Z kuşağını
oluşturmuştur. Z kuşağının teknolojisiz bir hayatın varlığının bile ütopik olduğunu düşündüğü
bu evrede, bu kadar köklü bir kavram olan “Devlet” olgusuna karşı bilinç düzeyini ölçmek ve
bu olguya karşı oluşturdukları metafor üzerinden devlet olgusunu kendi düzlemlerinde nereye
konumlandırdıklarını görmek çalışmanın amacını oluşturmaktadır. Araştırma gönüllülük
esasına dayalı olarak, 2022-2023 güz dönemi içerisinde Kayseri Üniversitesi Develi Hüseyin
Şahin MYO Büro Yönetimi ve Yönetici Asistanlığı ile Lojistik programlarında öğrenim gören
öğrencilerden oluşan 72 kişilik bir grup üzerinden gerçekleştirilmiştir. Ancak veriler
sonucunda 14 öğrenci metaforlarla gerekçeler arasında tutarlı bir ilişkilendirme yapamadığı
için değerlendirmeye alınmamıştır. Z kuşağını temsil eden bu grubun “Devlet” olgusuna dair
bilişsel algılarının metaforik açıdan belirlenmesi için “Devlet ………. gibidir/ benzer. Çünkü
…………….” biçiminde eksik bırakılmış bir cümlenin yer aldığı form kullanılmıştır. Elde
edilen metaforlar sonucunda devlet olgusuna ilişkin sekiz farklı kategori ortaya çıkmıştır.
Bunlar “Karşılıklı Olma, Birleştirici Olma, Gücü Elinde Tutma, Değişken Olma, Zorunlu
Olma, Destekleyici Olma, Koruyucu Olma, Olumsuz Anlam Taşıma” şeklindedir. Metaforlar
ışığında Z kuşağı, dijitalleşmenin pek çok kavramı silikleştirdiği bu dönemde devlet olgusuna
yönelik daha çok gücü temsil eden, olmazsa düzenin bozulacağı ve korunaklı alanın
kaybolacağı bir zemin düzleminde cevaplar vermiştir.

In a general definition, the state is a human organization that has established its power over a
territory with certain borders, has been accepted by the people living within those borders, has
ensured its legitimacy and has a monopoly on the means of coercion with its legitimate
authority in this region. The development of technology in the twentieth century, the
acceptance of technology as an indispensable part of life in the twenty-first century, and the
digitalization of everything related to human beings have led to the change and transformation
of many things, especially states. Today, in an environment where the effects of the
digitalization movement are experienced and certain concepts are transformed, the new
generation was born and grew up in technology, forming a different generation, Generation Z. In this phase where Generation Z thinks that even the existence of a life without technology is
utopian, the aim of this study is to measure the level of consciousness towards the
phenomenon of "State", which is such a deep-rooted concept, and to see where they position
the phenomenon of the state in their own planes through the metaphor they create against this
phenomenon. The research was carried out on a voluntary basis on a group of 72 students
studying in Kayseri University Develi Hüseyin Şahin Vocational School Office Management
and Executive Assistantship and Logistics programs in the fall semester of 2022-2023.
However, as a result of the data, 14 students were not included in the evaluation because they
could not make a consistent association between metaphors and justifications. In order to
determine the cognitive perceptions of this group representing Generation Z about the
phenomenon of "State" from a metaphorical point of view, "The State is like/ similar to
........... Because ................" form with an incomplete sentence was used. As a result of the
metaphors obtained, eight different categories related to the state phenomenon emerged.
These are as follows: "Being Mutual, Being Unifying, Holding Power, Being Variable, Being
Compulsory, Being Supportive, Being Protective, Carrying Negative Meaning". In the light of
the metaphors, Generation Z responded to the phenomenon of the state in this period when
digitalization has obscured many concepts, mostly on a ground plane that represents power,
without which the order would be disrupted and the protected area would be lost.
