The purpose of this study is to establish a conceptual framework regarding the issue of health tourism complications within the context of Türkiye's health tourism activities, to elucidate its role in health tourism processes, and to contribute to the accumulation of relevant and associated knowledge. A review of the related literature reveals that there are studies focusing on medical tourism and the insurance sector. However, despite an extensive literature review, no evaluation has been identified indicating that Health Tourism Complication Insurance is the first type of insurance developed specifically to address complications arising after medical procedures for individuals traveling to Türkiye for healthcare purposes. This finding underscores the foundational premise and unique contribution of the study. This study is anticipated to serve as a guide for sector representatives and contribute to the enrichment of existing literature. Furthermore, it evaluates the advantages, disadvantages, legal regulations, impacts, and future potential of health tourism complication insurance, aiming to provide insights beneficial to the health tourism sector. Within this context, the study aspires to establish a basis for the development and broader adoption of health tourism complication insurance. The development of Türkiye’s health tourism, alongside a comprehensive analysis of health tourism complication insurance, has been addressed in detail. Within the framework of Türkiye's 12th Development Plan for health tourism goals, it has been concluded that Türkiye holds significant potential to capture a larger share of the global health tourism market due to its innovative practices in health tourism. Moreover, health tourism complication insurance is projected to contribute significantly to Türkiye's health tourism sector.
Bu çalışmanın amacı; Türkiye’nin sağlık turizmi faaliyetleri bağlamında, sağlık turizmi komplikasyon güvencesi sigortası konusuna ilişkin kavramsal bir altyapı oluşturarak, sağlık turizmi süreçleri üzerindeki rolünü açıklamak ve bu yolla ilgili ve ilintili bilgi birikimine katkı sağlamaktır. İlgili literatür incelendiğinde; medikal turizm ile sigorta sektörünü konu alan çalışmaların olduğu görülmektedir. Yoğun literatür taramasına rağmen Sağlık Turizmi Komplikasyon Güvence Sigortası'nın, Türkiye'ye sağlık amacıyla seyahat eden bireylerin tıbbi operasyon sonrası oluşabilecek komplikasyonlara karşı geliştirilmiş ilk sigorta türü olduğuna dair bir değerlendirmeye rastlanmamıştır. Bu durum, çalışmanın temel çıkış noktasını ve özgün niteliğini ortaya koymaktadır. Bu çalışmanın, sektör temsilcileri açısından yol gösterici olacağı ve ilgili literatürün zenginleşmesine katkı sağlayacağı düşünülmektedir. Ayrıca, sağlık turizmi komplikasyon güvencesi sigortasının üstünlükleri, zayıflıkları, yasal düzenlemeleri, etkisi ve gelecekteki potansiyeli gibi konuları ele alarak sağlık turizmi sektörüne katkı sağlayacağı düşünülen değerlendirmelerde bulunulacaktır. Bu çalışma, bu bağlamda, sağlık turizmi komplikasyon güvencesi sigortasının geliştirilmesi ve yaygınlaştırılması için bir temel oluşturmayı hedeflemektedir. Türk sağlık turizminin gelişimi ve bu bağlamda sağlık turizmi komplikasyon güvencesi sigortası tüm detaylarıyla ele alınmıştır. Türkiye 12. Kalkınma Planı sağlık turizmi hedefleri çerçevesinde, Türkiye’nin sağlık turizminde fark oluşturan uygulamaları ile dünya sağlık turizmi pastasından daha fazla pay alma potansiyeline sahip olduğu ve sağlık turizmi komplikasyon güvencesi sigortasının Türkiye’nin sağlık turizmine daha fazla katkı sağlayacağı sonucuna varılmıştır.
